Penelope is STILL intact after recently being returned 2x and immediately back on the adoption floor. ALL other shelters and rescues are able to spay/neuter their adoption pets prior to going home (or they effectively screen for a good match adopter, and have a spay/neuter contract) to avoid contributing more to our current pet overpopulation crisis. In spite of ample funding, MCAS continues to fail the public whose taxes support them

frames for alone time, along with consistent crate training, would be
