MCAS needs to spay/neuter all dogs before adoption (and ensure that the dogs are given adequate care and recovery time!) A voucher is not good enough. Sending so many adopted dogs still intact to new homes is irresponsible, (ESPecially when a dog is in foster and not taking up any kennel space) Management is failing the community.
