We took it easy, and allowed him  plenty of time and space ( and treats) and Rooger gradually relaxed - which was quite a step for such an insecure guy. He is really a sweetie, who probably lost out on needed socialization when he was a pup, and now needs a special patient home to succeed. Going back into the shelter where he could hear the dogs barking was scary for him.
Hope he gets his new home soon where he can live a long happy life.
